In a move that could help Colorado's utilities access renewable energy, Xcel Energy last week presented Colorado regulators with plans for adding transmission lines in the state to reach renewable energy zones that are rich in solar and wind resources. Colorado's planning effort is similar to renewable energy-related transmission planning in other states and across the Western region. Xcel's plan would give utilities access to up to 3,600 MW of renewable generation. Xcel's plans are driven by Senate Bill 100, which was passed in 2007 and requires Xcel and Black Hills to identify renewable energy zones in the state and develop transmission lines to those areas (EUW, 26 March '07, 9). The bill also allows the utilities to recover the costs of building the lines through a rate rider, which gives them faster cost recovery compared with waiting to file general rate cases.
