Arizona's utilities may be spared having to participate in the Western Climate Initiative after President-elect Barack Obama last week named Arizona Governor Janet Napolitano as head of the Department of Homeland Security. Napolitano, a Democrat, has been a strong WCI supporter, while Arizona utilities, the Arizona Legislature and the Arizona Corporation Commission have questioned the effort. Napolitano will be replaced by Jan Brewer, a Republican and two-term secretary of state. "It's really bad news for Arizona on any environmental issue, but particularly climate change," Sandy Bahr, a Sierra Club lobbyist, said last week. "I do not expect Jan Brewer to be a champion for seeking ways to reduce greenhouse gas emissions regionally." Brewer has not staked out any positions on WCI, according to Bahr. However, utilities and automobile companies, which have opposed strict GHG reduction efforts, will likely have a more favorable reception from a Brewer administration, Bahr said. WCI, which includes seven Western states and four Canadian provinces, has approved a framework for a cap-and-trade program and is currently fleshing out the program's details. The cap-and-trade program is set to start in 2012. Arizona's utilities have been participating in the WCI process, but would prefer a national GHG program instead of a regional effort.
