The Southwest Power Pool hopes to have in place by early next year a plan to share the cost of transmission upgrades that benefit market participants but are not necessary for reliability, the regional transmission organization said last week. The SPP's Regional State Committee approved a plan for allocating the cost of those "economic" upgrades at its January 28 meeting, said Mike Proctor, chief economist for the Missouri Public Service Commission. SPP could have the tariff to implement the new policy developed by April or July, he said.
