The Federal Energy Regulatory Commission would stifle investment in the power industry if it yielded to requests by consumer advocacy and industrial user groups to investigate whether regional transmission organizations are causing unjustly high electricity prices, the Electric Power Supply Association declared last week, firing back in the continuing conflict over regional power markets. EPSA, representing the merchant generator industry, said that groups wanting FERC to investigate whether RTO markets are producing unjust and unreasonable power prices would actually create more regulatory uncertainty that would impede badly needed investment.
