After several years of dispute with the city of Alexandria, Mirant will begin improvements on its 482-MW coal-fired plant there when it receives a permit from the Virginia Air Pollution Control Board, the company said last week. The plant is a critical piece of the capacity that utilities in the region need to serve their growing load, said Ray Dotter, a spokesman for PJM. "Part of our goal is to retain existing plants and to attract new ones to the constrained area."
