The Maryland Public Service Commission will determine whether to develop regulations giving incentives to utilities to promote demand response, energy efficiency and conservation programs after last week's hearing in which utilities, consumers and state agencies voiced their views. The PSC staff said incentives are appropriate because the EmPower Maryland Energy Efficiency Act of 2008 sets aggressive energy efficiency, conservation and demand-response goals. AARP, which represents consumers, doubted the idea of incentives, noting that the commission last year sheltered utilities from the risk of lower profits from reduced sales by decoupling sales from profits.
