Consumer advocates in Florida are upset by Tampa Electric's plan to raise rates by more than 30% early next year, but they acknowledged last week there is little they can do about the fuel portion of the rate hike, which accounts for more than two-thirds of the proposed increase. The fuel-cost increase would boost rates by 22%. Earlier, Tampa proposed raising base rates by 9%. Earlier this month, the PSC approved unusual mid-year rate hikes by Florida Power & Light and Progress Energy Florida, again to reflect higher fuel costs. FP&L's rates increased by about 16% on July 1, while Progress' rates rose by about 8% (EUW, 16 June, 21). Tampa Electric told the PSC it plans to file for its fuel-rate hike in September. The utility said its fuel prices so far this year already are 9% higher than it had projected, and that by year-end it expects to "under-recover by $209 million, or about 20%." Based on current fuel-price levels, Tampa Electric's 2009 fuel costs are expected to be about $1.4 billion, which is $278 million or 25% greater than the 2008 projection the utility filed with the PSC in September 2007.
