A lengthy stretch of the marauding Mississippi River in the Midwest is off-limits to commercial barge traffic this week - and could be down until the July 4 holiday weekend - after muddy floodwaters caused the Army Corps of Engineers to close nine locks from New Boston, Illinois, to Winfield, Missouri. Rising rivers elsewhere, including the Cedar River in Iowa and Minnesota, forced Interstate Power and Light to shut down three power plants, even as mandatory evacuation orders were issued Friday afternoon for parts of four Iowa cities: Cedar Rapids, Des Moines, Iowa City and Waterloo. Flooding near FPL Energy's 592-MW Duane Arnold nuclear power plant in Palo, Iowa, knocked out commercial telephone lines and other communication systems, forcing plant operators to use cell phones, but FPL said Friday it does not expect operations to be curtailed. The Nuclear Regulatory Commission said the plant is stable and running at full capacity.
