Landmark legislation to reduce US greenhouse gas emissions 71% by mid-century with a multi-trillion-dollar carbon trading market comes up for a crucial vote Monday to allow a full airing of the enormously contentious issue. The bill's opponents are expected to welcome and relish a lengthy debate on the bill's unintended consequences, while supporters recognize the process will probably be only the beginning of a long road to a federal climate change program. The Senate is scheduled to vote at 5:30 pm on whether to debate the bill, S. 3036, offered by Senate Environment and Public Works Committee Chairwoman Barbara Boxer. Her package is based on S. 2191, the measure drafted by Independent-Democrat Joe Lieberman of Connecticut and Virginia Republican John Warner and approved by the committee in December.
