Nevada regulators last week cleared two related New York-based investment firms that own significant stakes in various utilities and energy companies of violating state law. The Nevada Public Utilities Commission decided that Horizon Asset Management and Kinetics Asset Management have not violated state law by jointly owning more than one-quarter of Sierra Pacific Resources' shares without prior regulatory approval. The PUC, however, voted to monitor the situation, especially in light of the expectation that Sierra Pacific will need to issue equity to help finance the infrastructure build-out of its two utilities, Nevada Power and Sierra Pacific Power. The docket will allow the PUC "to have our fingers on the pulse," said PUC Chair Jo Ann Kelly.
