Although AmerenUE is years from making a decision on building a 1,600-MW nuclear unit, the Missouri Office of Public Counsel last week asked state regulators to begin reviewing the issue with a focus on the project's financing. The St. Louis-based utility does not expect to make a final decision on expanding its Callaway nuclear plant near Fulton, Missouri, until about 2011, but in July it filed a construction and operating license application with the Nuclear Regulatory Commission to build the new unit. "By filing the COLA, and exploring possibilities for financing, including [construction work in progress], we are taking the steps necessary to keep all our options for new generation open," said Tim Fox, utility spokesman. The Public Counsel wants the PSC to lead a stakeholder process to review issues surrounding nuclear expansion in the state, including focusing on project financing.
