Michigan lawmakers turned away from the competitive market at the wholesale level and passed laws that will lead to higher utility rates in the coming years at the retail level, according to the Customer Choice Coalition and other competition interests, who see the state returning to the old monopoly model. Consumers Energy and Detroit Edison, however, said the measures give the utilities the regulatory certainty they need to make new investments in the coming years. The legislative package has a lot of benefits for the state and for utilities and their customers, said Jeff Holyfield, spokesman for Consumers Energy. The measures signed by Governor Jennifer Granholm last week put a 10% cap on retail choice, limiting customer options in tough economic times, said the Electric Power Supply Association. Because utility rates are sure to increase under the new rules, the 10% cap will be reached in the next 18 months or so, said Barry Cargill, executive director of the Customer Choice Coalition.
