Northwestern has filed with Montana regulators plans to build the $206 million, 200-MW Mill Creek gas-fired peaking plant, which would be the first generation it would own in the state. "This would be a significant first step toward becoming a fully integrated utility," Northwestern said in its filing with the Montana Public Service Commission. Northwestern is based in Sioux Falls, South Dakota. The move to build generation was triggered by the Legislature's repeal last year of the state's industry restructuring law that was passed in 1997 and resulted in the breakup of North Western's predecessor Montana Power. Northwestern has needed a plant to back up the large amount of wind power developers are proposing to build in Montana. Wind power needs as a backstop a gas-fired plant that can come online quickly at times when the wind does not blow, since power is generated about 30% of the time.
