American Municipal Power-Ohio has taken an important step, at least symbolically and perhaps strategically as well, in its three-year push for a controversial coal-fired power project by forming a participants committee to help direct the development of the approximately $3 billion plant near Racine in Meigs County, Ohio. Ivan Henderson, the Cleveland Public Power commissioner who chairs the 16-member panel comprised of officials whose cities have signed 50-year capacity purchase agreements for the project, says the committee expects to be active as the baseload plant moves to the anticipated construction phase in 2009. "The committee will make many of the initial decisions ... about who the EPC (engineering, procurement and construction) contractor will be, how to develop the coal contracts related to providing the fuel for the plant, and how to deal with" regulators, he said in an interview last week. Technically, the committee will make recommendations to AMP-Ohio's board of directors, which will have the final say.
