The Oklahoma Corporation Commission on Thursday approved ITC Great Plains' application for permission to operate as a transmission utility in the state, thereby setting the stage for another competition between the ITC Holdings subsidiary and Electric Transmission America, a transmission joint venture of American Electric Power and MidAmerican Energy Holdings. ITC Great Plains initially wants to build 170 miles of 765-kV line in Oklahoma - 120 miles from Guymon to Woodward in western Oklahoma, and 50 miles from Woodward to the Kansas line - ITC Great Plains President Carl Huslig said in an interview. A joint venture of Oklahoma Gas & Electric and Electric Transmission America recently proposed building the same 170-mile project. Huslig said the project is part of the Southwest Power Pool's plan to build new 765-kV lines to deliver large amounts of wind power to population centers, and Oklahoma law suggests that it will be up to SPP to determine which entity builds the line.
