The rederal Energy Regulatory Commission approved the PJM Interconnection's proposal to allocate across PJM the cost of four new transmission projects worth about $18 million. In doing so, FERC rejected the arguments of Illinois regulators that the measure would unfairly force electricity customers in the state to subsidize eastern portions of PJM. PJM's proposal included cost allocations for four upgrades that are included in the organization's regional transmission expansion plan. PJM also successfully sought a waiver from a rule requiring it to designate within 30 days the specific customers to whom costs for new upgrades will be assigned. FERC said it rejected the arguments of the Illinois Commerce Commission because FERC had already dismissed similar arguments by the ICC when the state commission challenged FERC's Opinion No. 494, a rule mandating a "postage stamp" cost allocation methodology for transmission projects above 500-kV capacity because they bring regionwide benefits. The ICC had wanted FERC to reject PJM's cost allocation plan because it included the Commonwealth Edison zone, where customers would be liable for $3 million in costs for projects to be built in faraway eastern PJM.
