A late-session flurry of legislative action in Sacramento included an effort to push California's renewable portfolio standard to 33% by 2020, but the drive fell short. That effort, along with several other measures, signaled apparent friction between some lawmakers and the California Public Utilities Commission over energy policies. California's current renewable portfolio standard requires load-serving entities, with the exception of municipal utilities, to obtain 20% of their power from renewable sources by 2020. Along with boosting the RPS, the bill that fell short on August 31 also called for reforming PUC processes with an eye towards increasing the Legislature's control over the commission. The RPS and PUC provisions had been added to a bill, A.B. 2489, in the last hours of the session. Another bill that died during the last days was a measure aiming to reform the state's tiered rate structure and to assert legislative control over the future of retail choice. That bill, S.B. 1536, would have lifted a rate cap on tiers 1 and 2 of residential usage and allowed the PUC to raise those rates annually.
