The Bonneville Power Administration is attempting to break an impasse with customers over how it should share access to its low-cost power with six investor-owned utilities.rnBPA hosted its first town hall meeting to an overflow crowd since an appeals court panel in May said BPA exceeded its authority in the amount of money it agreed to pay IOUs in a settlement reached in 2002 (EUW, 25 June 25).
