The PJM Interconnection, hoping to settle a controversy about monitoring independence that has roiled members and management for several months, has decided to move its market monitoring unit outside the regional transmission organization.rnThe RTO's interim president and CEO said last week that under a proposal it planned to send the Federal Energy Regulatory Commission, the external unit would contract with PJM and the present monitor, Joseph Bowring, would be asked to head it.
