The New York State Reliability Council wants to reduce the Installed Reserve Margin from 16.5% to 15%, saying plant availability has improved in the competitive market. Transmission upgrades and better links to neighboring systems also allow the reduction, said NYSRC, which will propose the change to the Federal Energy Regulatory Commission. NYSRC asked FERC to rule by March 1, 2008, so the new rules can take effect for the 12-month period from May 1, 2008, to April 30, 2009. Last year, the NYSRC reduced the IRM from 18% to 16.5%.
