A multibillion-dollar energy tax package circulating onrnCapitol Hill has public power interests concerned that transmission-owning utilities would receive huge windfalls at the expense of transmission-dependent providers for sales of assets to independent transmission companies until 2010.rnAmerican Transmission Co., the transco owned by utilities in Wisconsin, Michigan and Illinois, is working for the measure, which has stirred more than a little worry in Wisconsin and elsewhere.
