Recognizing opportunities exist under a climate change "regime shaped with broad cooperation, investor-owned utilities, merchant generators and top-drawer companies in other industries are adding more and more support to efforts toward a national policy to control greenhouse gas emissions. But it remains to be seen whether the business sector's continuing shift on the issue catches fire with the Bush administration.
