South Carolina Electric & Gas has lost its effort to avoid competitive procurement for peaking power supplies. The South Carolina Public Service Commission's September rule requiring solicitations for peaking power would limit the utility's flexibility in adding capacity and cause reliance on third-party generators, SCE&G had said, suggesting nonbinding guidelines for new peaking supplies instead. But in its October 24 decision rejecting the company's protest, the PSC said "a benefit does exist in testing the market for available generation as an additional option to a utility self-build proposal, and ... requiring electric utilities to issue an RFP only when seeking new peaking generation capacity allows the testing of competitive generation procurement opportunities without jeopardizing reliability or cost."
