A new report aimed at breaking a key logjam in the transmission sector — who pays for new transmission facilities — recommends a national policy of spreading the costs broadly within regions and making them part of federal transmission tariffs.rnThe report, "A National Perspective on Allocating the Costs of New Transmission Investment," was written by five electricity policy experts who said they worked independently of the group that commissioned them, which is called Wires, a rough acronym for the Working Group for Investment in Reliable and Economic Electric Systems.
