The public fervor for efficiency measures intensified last week as eight large investor-owned utilities formed a group to devise and promote ways regulation can spur investment in efficiency.rnThe new effort appears to echo the public-private effort started last year, the National Action Plan on energy efficiency. But it is more focused and utility-driven, whereas the national plan includes natural gas utilities, customer groups, federal offices and state regulators, said Mark Craft, spokesman for Duke Energy.
