At long last, Ohio legislators are engaging an issue — electric restructuring and the unfulfilled promise of competition — that could decide the state's energy fate for decades.rnOver the next few months, the General Assembly will debate a comprehensive energy plan unveiled a month ago by Governor Ted Strickland (EVW, 3 Sep, 9), a Democrat and former congressman. Incorporated into Senate Bill 221, introduced last week by Republican State Senator Robert Schuler, the plan is aimed at providing "stability and predictability" in electric rates once rate caps end in 2009 for all of the state's major electric utilities except Dayton Power & Light. It also requires Ohio to get at least 25% of its electricity from renewable sources by 2025, with half of that amount coming from "clean coal" and nuclear power generated in-state.rnThe plan — and legislation — emerged from discussions between the governor's office and various stakeholders, including electric utilities.
