Even though the measure has some features that they had wanted, coal-fired utilities came out quickly last week against a long-awaited bipartisan bill that is seen as the starting vehicle for Senate action on climate change.rnThe bill takes a market-based approach, for example, and authorizes some requirements for imports from countries that have not taken steps to limit their greenhouse gas emissions. But the coal-burning companies say the bill's plan for cutting carbon dioxide emissions to 70% below 2005 levels by 2050 would mean a big financial burden for coal-fired generators and their utility ratepayers, unless it caps the market price of CO2 allowances and gives away allowances based on a unit's historical output.
