The New York Independent System Operator is counting on a mixture of utility and merchant investment in lines, plants, imports and demand cuts to address looming shortfalls. Warning that supplies could grow tight in a few years, NYISO released a Comprehensive Reliability Plan last week, calling for 3,105 MW of these resources by 2015. Although NYISO will rely heavily on private investors for the new capacity, it will fall back on utilities if projects do not progress as expected, or if conditions change drastically.
