The Regional Greenhouse Gas Initiative (RGGI) would cap emissions at 150 tons between 2009 and 2015 for the nine participating states, according to a staff working group proposal released last week. In 2015, the plan would require reductions reaching 10% by 2020. This "Revised Staff Working Group Package Proposal" is a preliminary draft that could be changed by the time a final Memorandum of Understanding is reached, probably in the fall. That MOU would then have to be approved by regulators or legislatures in the nine states. RGGI was proposed in 2003 by New York Gov. George Pataki, R, (EUW, 5 May '03, 23), and now includes nine states, with two other states and several Canadian provinces observing (EUW, 6 June, 10). The RGGI states plan to establish a cap-and-trade system that will focus on electric generation and may include other sources later.
