Erse, Portugal's independent energy regulator, has approved an average increase of 4.9% in electricity prices in 2009, well above the most recent central bank inflation forecast of 1% and the 2008 average tariff increase of 2.9%.rnThe Portuguese power system begins 2009 with an accumulated tariff deficit of just over €2 billion. About €1.3 billion of the deficit results from increases in the cost of fossil fuels from late 2007. The remainder is linked to premium tariffs paid for electricity produced from renewable sources.rnThe government has authorized the recovery of the deficit over the next 15 years through the tariffs paid by consumers. Antonio Mexia, chief executive of Energias de Portugal, the dominant power utility, has announced plans to securitize the deficit in the first quarter of 2009.
