Communal urban land-use planning rules can be used as an instrument to stop new coal-fired power station projects, environment group Deutsche Umwelthilfe (DUH) has said. DUH has joined forces with an anti-coal protest group in the city of Mainz named Kohlefreies Mainz (KoMa) to commission an expert report on the matter from urban administration expert, Martin Wickel from HafenCity University in Hamburg. "Municipalities in which a majority of the population is opposed to new coal plant can use urban land-use planning rules to block a project even when planning is far advanced. This uncertainty should encourage developers to pursue less controversial projects that are accepted by the local population," managing director of DUH Rainer Baake told Platts.
