China's National Development and Reform Commission, has released details of energy conservation and emissions reduction targets for the next five years for its cities and provinces. The targets set by central government in the 11th Five-Year Plan ending 2010, saw many local governments rationing power by means of periodic blackouts from last-quarter 2010. The move forced local businesses to use back-up diesel generators to keep operating, leading to a severe shortage of diesel in several provinces and a jump in diesel imports.
