The California Independent System Operator has made key changes to its backstop procurement overhaul to give generators more time to make retirement decisions while leaving the door open for deals under the state’s procurement program. The initiative is important because Cal-ISO is increasingly using its backstop authority to retain gas-fired plants that are facing pressure to retire. The new plan shows the ISO is working to address worries that the backstop process could derail or skew the state’s normal procurement process, which is also being revamped.
