New York Independent System Operator must revise its plans for applying buyer-side market power mitigation rules to demand response resources no longer covered under a blanket exemption, according to the US Federal Energy Regulatory Commission. The directive rests on FERC’s review of a “notice of compliance plan” the grid operator submitted in March in response to a February order (EL16-92, ER17-996) overturning a 2017 determination that new DR providers participating in the NYISO-administered special case resource (SCR) program should not be subject to the BSM rules.
