The Federal Energy Regulatory Commission approved a settlement Monday requiring American Transmission Co. to pay a civil penalty of $205,000 to resolve agency enforcement staff's investigation into whether the utility ran afoul of federal law and commission regulations. American Transmission Co., or ATC, admitted as part of the agreement that it acquired 21 FERC-jurisdictional facilities without prior agency approval and "failed to timely file" 42 agreements, including 11 common facility agreements and 13 contribution-in-aid-ofconstruction agreements, with the agency as required by the Federal Power Act and rules implementing that act.
