California will sharply expand its energy efficiency savings, but will fail to meet its goal of doubling its efficiency savings by 2030 under a draft California Energy Commission report that sets savings targets for the state. In an effort to cut greenhouse gas emissions, S.B. 350, which became law in 2015, set a goal of doubling electric and natural gas savings by 2030 beyond projections the CEC had previously established. The law required the targets to be cost effective, feasible and safe.
