The US Federal Energy Regulatory Commission on Thursday clarified a final rule it issued nearly a year earlier revising a $1,000/MWh cap on energy supply offers in the day-ahead and real-time markets run by most regional grid operators. The commission issued that final rule, Order 831, in response to the difficulties some generators had recovering their costs during the 2013-2014 winter’s polar vortex and because of a need to send proper price signals. Previously, the California ISO, ISO New England, Midcontinent ISO, New York ISO, and Southwest Power Pool all had $1,000/MWh caps on incremental energy offers. However, FERC had approved changes to the PJM Interconnection’s rules allowing incremental energy offers above $1,000/MWh if they are cost-based, subject to a $2,000/MWh hard cap on cost-based offers used for purposes of calculating clearing prices.
