Ohio regulators on Wednesday tossed a temporarynlifeline to US aluminum producer OrmetnCorp. that allows the company to defer its nextntwo electricity payments to AEP Ohio until 2014nin an effort to keep Ormet’s struggling 260,000nmt/year Hannibal smelter afloat. The PublicnUtilities Commission said Ormet may defer billnpayments up to $20 million for October andnNovember under an agreement reached betweennOrmet and AEP Ohio, a subsidiary of Columbus,nOhio-based American Electric Power. Ormetnwould pay the bills starting in 2014 and the firstnfive months of 2015 in equal monthly installments.nOrmet has complained that a recent AEPnrate increase is driving up Hannibal’s powerncosts by about $20 million annually, making itndifficult for the smelter to stay open. Ormet hasnidled two of Hannibal’s six aluminum-makingnpotlines, a move that resulted in a layoff ofnapproximately 100 of the plant’s 1,000 workers.nIn its request for rate relief, Ormet said andeclining metals market and an overabundancenof supply had caused it to exhaust a 2012 ratendiscount provided for under a “unique arrangement”nreached several years ago between AEPnand Ormet.
