The paper provides an overview of the weighing process to be conducted in Germany to evaluate « proportionality » in environmental policy, notably in the determination of the state of the art as a progressive interpretation of BAT under the Federal Immission Control Act, the central air quality control law in Germany. Since in addition to information on environmental impacts and pollution control techniques this process also draws on cost data, the latter will be addressed in greater depth, including methodological costing approaches and practical aspects like data availability.
