Mr. Halvorson listed two basic steps necessary for reengineering our ailing healthcare system: (1) creating the overall care flow charts that assign accountability for each step in the care process, and (2) devising a system that supports better medical care relative to each step in the process. The challenge will lie in moving toward a new paradigm about healthcare benefit packages, healthcare financing, and healthcare budgeting without affecting our ability to manage and deliver care to people who need help. "It will be important to manage the pace of change, and to figure out how to maintain the linkage between systematic improvement of care and payment for that care."
