An EU-wide cap on greenhouse gas emissions will replace individual national allocation plans in the European Union Emissions Trading Scheme (ETS), under proposals adopted this month by the European Commission. The reforms to the ETS are proposed as part of the energy and climate change package that aims to cut greenhouse gas emissions by 20% by 2020. In an explanatory note, the EC said there would be one EU-wide cap on the number of emission allowances issued instead of 27 national caps and that the annual cap would fall along a linear trend line throughout and beyond the third trading period of the ETS from 2013 to 2020.
