The Northern Ireland energy regulator is monitoring whether carbon costs are being factored into price bids by all generators operating in the Irish electricity market - the Single Electricity Market (SEM), Platts has learnt. The regulator told Platts that he has had discussions with a number of players about the issue and is looking at whether some generators are excluding carbon costs from their bids into the market. By not including carbon costs, a generator can undercut the bids of its competitors so ensuring that its plants run more often. All generators have a license obligation that stipulate that they must comply with the SEM's bidding code of practice - which says that bidders must base their bids on their short run marginal costs.
