The Energy Bill contains few new policies - instead it contains a large number of changes that will update and strengthen the legislative framework for energy projects: 1. Renewables - the Renewables Obligation is to be banded. From 2009, different technologies will receive different amounts of Renewables Obligation Certificates (ROCs) for their output. Banding is to range from 0.25 ROC/MWh for "established" technologies, such as landfill gas, to 2 ROC/MWh for "emerging" technologies including wave, solar photovoltaic and some biomass plants. Onshore and offshore wind will receive 1.0 ROC/MWh and 1.5 ROC/MWh respectively. However, it is expected that most existing generating stations will be able to continue to claim 1 ROC/MWh after the introduction of the banding.
