A final EU Parliament agreement on European Commission proposals for implementation of Phase III of the EU Emissions Trading Scheme may cause the price of EU Allowances to rise to ￡62 (€80) per metric ton by 2020, according to a research note published by France-based investment bank Societe Generale. The bank said in the note that EUAs currently trade around ￡17 (€22)/mt. But with a narrowing supply and limited use of imported UN Certified Emission Reductions carbon offsets, EUA prices could surge, Societe Generale said. "Based on a 21% reduction in emissions by 2020 ... price increases from €25 (￡19.6) per ton to €37 (￡29) per ton during Phase Ⅱ and from €45 (￡35) per ton to €79 (￡62) per ton during Phase Ⅲ," the note said. "In the event of a post-Kyoto Protocol international agreement, the EU ETS emissions reduction target would be raised to 31% in 2020, and we would then expect prices between €25 (￡19.6) per ton and €45 (￡35) per ton for Phase Ⅱ and between €55 (￡43) per ton and €94 (￡73) per ton for Phase Ⅲ."
