Ofgem has decided to approve a change to the way prices are set in the balancing mechanism. On October 16, the regulator published a letter that said that it approved modification P217a. This modification, based on a proposal by RWE Npower, sets out a complex method for 'tagging' bids and offers in the balancing mechanism. The proposal attempts to separate out bids and offers used for system balancing actions (ie those used by the transmission operator to keep the system running smoothly) from energy balancing actions (those related to the bids and offers for the competitive output from different power stations).
