Falling power prices has lead Ofgem to tighten the incentive scheme which rewards National Grid for running the transmission system smoothly. In a new document, Ofgem is proposing that National Grid's System Operator (SO) costs should be between £430-445 million from April 2007-March 2008. The incentive scheme will reward National Grid for keeping costs - such as balancing mechanism costs and buying frequency response services -below £430 million, but it will have to face its share of the costs if they rise above £445 million. Under these incentives National Grid's rewards and its share of any increased costs above £445 million are capped at £10 million. Ofgem also proposes no changes in the methodology (ie ex ante) for pricing of transmission losses and propose that it be set at £29/MWh.
