Recent announcements on carbon reduction targets have reduced some of the uncertainty faced by power generation industry. However, more clarity is still needed argues David Porter. In recent weeks, the picture on future carbon emission reductions has come more clearly into focus. First, the EU Heads of State and government committed to a 20% reduction target by 2020. Only days later, the UK government published the draft Climate Change Bill, which proposes to set in statute UK reduction targets for 2020 and 2050, with five-year periods in between setting out the trajectory towards 2050. Finally, the Treasury decided to launch a competition to develop a full-scale carbon capture and storage (CCS) demonstration plant.
