Distribution network operators (DNOs) are considerably spending less on capital expenditure (capex) than they allowed to under their price control, says Ofgem. In a new report, Ofgem says that although total operating costs (opex) remain consistent at around ￡730 million (9% above price control allowances) capex remains some 16% below the allowances set in the last price control. Although capex has increased by 4% over 2005/06 levels, DNOs forecast that capex will be 6% below the total allowances for the full five years of the price control. The companies are two years into the current price control period.
