The deal that resulted from United Nations climate talks in the Japanese city of Kyoto in 1997 remains the only legally binding international agreement to tackle climate change by reducing emissions of greenhouse gases. Ten years on, representatives from countries around the world met this month on the Indonesian island of Bali to hammer out the Kyoto Protocol's successor. The negotiations are proving tough going. An initial effort to craft a mandate for negotiations on climate change action after 2012 appeared doomed as numerous delegations voiced opposition to the inclusion of specific emissions reduction targets in a draft proposal. Cutting emissions involves costs and few politicians are likely to argue that their country should bear anything more than their fair share.
