A recent amendment to the Energy Bill, proposes the creation of a new duty on the Secretary of State to ensure the integrity and security of electricity and gas supply. In the following article, an open letter to the 119 peers that voted for the amendment, independent consultant Nigel Cornwall sets outs his concerns about the impact of the clause. The article is intended to place the issue of security of supply in context, and in so doing tries to allay the concerns of the Lords with regard to the electricity sector, which seems to be the real source of their Lordship's concern. Above all, it seeks to convey a single fundamental message - the amendment will not deliver the end sought. In fact it could be counter productive and undermine, rather than enhance, the careful accountabilities for security of supply already in place.
